Waitemata Harbour Connections rapid transport to Aucklands North Shore

Waitemata Harbour Connections | Stakeholder and Communications Lead

Waitemata Harbour Connections is one of Aotearoa New Zealand’s most significant city shaping projects which will be developed and delivered in the coming decades. It aims to provide for a well-connected, efficient transport system and greater long-term resilience of the wider transport network.

Theresa led the team of highly skilled and motivated engagement specialist to deliver an extensive engagement process - looking to gain feedback to help develop several scenarios for crossing Te Waitemata and improving rapid transit on the North Shore.

The team sort to mix it up and provide different ways to engage – the Karanga Plaza at Wynyard quarter was a hub for people to drop in and to hold stakeholder events. The team also ran an expo and a number of breakfast briefings.

The project was run as an Alliance which suits Theresa’s style of bringing people together for the best outcomes.

Te Tupu Ngatahi  | Supporting Growth (SGA) | Engagement Lead

SGA is a collaboration between Auckland Transport and Waka Kotahi NZ Transport Agency. The alliance also includes consultancies AECOM and Beca and legal providers Bell Gully and Buddle Findlay.  SGA is responsible for investigating and planning more than 70 transport projects to support urban growth in Auckland over the next 30 years.  Transport projects will connect new communities, help Aucklander’s travel by safe, low-carbon ways and deliver essential infrastructure to future-proof the economy.  Theresa is the engagement lead for the South Projects and is part of the team providing communications and engagement support to the whole programme. Theresa loved being part of an Alliance and the exciting work SGA is involved in with its Partners.  Theresa also held a PAB role for six months and enjoyed the challenges that role brought.

Connected Communities  | Auckland Transport | Comms & Engagement Lead

Connected Communities is a new way of doing things and has the potential to transform central Auckland, providing new transport options across the isthmus.

Auckland is growing fast and, as the population continues to increase, journey times along busy routes such as New North Road and other corridors are getting worse. The focus is on major routes, or corridors, which connect communities, but which can be more efficient and provide more travel options. The corridors follow some of the busiest bus routes extending from the city centre and the improvements will strengthen the community centres such as Kingsland village at the same time, to reflect and reinforce their unique character.

As the Lead for all consortia, Theresa was a member of the project leadership team and was responsible for providing the interface with Auckland Transport , reviewed all deliverables, undertook engagement with key community stakeholders and developed material for local board workshops and presentations.

New Wynyard Crossing | Eke Panuku | Stakeholder Manager

This project involved the replacement of the double bascule walking / cycling bridge built in 2011. It connects the redeveloped Wynyard Quarter with Te Wero Island and the existing Viaduct Harbour entertainment district, and the wider Auckland waterfront. It involved multiple stakeholders and users, including walkers, cyclists, scooters and a significant number of local business owners and operators.  Theresa prepared a strategy for managing stakeholders, held key stakeholder workshops and public drop in events. She also undertook presentations to the Local Board and elected representative briefings, facilitated workshops and meetings with community stakeholders on key project issues.

Downtown Infrastructure Development | Auckland Council | Stakeholder Manager

Working with the Development Programme Office (DPO) on the Downtown Infrastructure Development Programme to support America’s Cup and to develop a world class waterfront. Stakeholder Manager involved in preparing a strategy for managing stakeholders. Managing and holding drop in events and key stakeholder briefings. Developing and facilitating workshops and meetings with stakeholders on key projects issues. Managing stakeholder database.

NX2 Puhoi to Warkworth Project | NZTA | Communications Manager

The new Puhoi to Warkworth project will extend the four-lane Northern Motorway (SH1) 18.5km from the Johnstone’s Hill Tunnels to just north of Warkworth.

Working for the SPV on this, the second PPP roading scheme in New Zealand as the Stakeholder and Communications Manager. Involved in planning and delivered Sod Turning event by Sir John Key. Developed a Stakeholder and Comms Plan for the projects using IAP2 and best practice principles. Working with local iwi represented by Hokai Nuku. Media management. Liaising with key stakeholders. Reporting to NZTA and NX2 Board.

Transport for Urban Growth | NZTA | Comms and Engagement

Auckland Transport, Auckland Council and the NZ Transport Agency are working together on a transport network to support Auckland’s new housing and business areas. The Transport for Future Urban Growth project focuses on:

  • Ensuring transport for new areas is well-connected to the big picture and how these communities can best benefit from it.
  • Ensuring plans for these new areas enhance the investment already underway.

Worked with the NZTA, Auckland Transport and Auckland Council team to deliver open days and business breakfast. Involved in management of stakeholder databases.

Transport for Urban Growth (TFUG) | Auckland Council | Policy Advice

Working with the Transport Team at Auckland Council and assisting the team to refresh growth documentation in support of the TFUG project.

Proposed National Statement on Urban Development Capacity | Ministry for the Environment | Stakeholder Advisor

Working with the Urban Team of the Ministry based in Auckland, providing advise to the National Policy Statement (NPS) team on informal and formal engagement on the proposed NPS. Including workshops and one on meetings. Summary of submissions in Phase 2, preparation of material for Phase 2.

New Networks Pre-engagement | Auckland Transport (AT) | Engagement Planner

Working with the New Network team on the North, Central and East roll out of the new bus network. Involved in designing and managing pre engagement with bus operators, elected representatives and internal teams.

RLTP Local Board Workshops | AT | Engagement Advice & Workshop Facilitator

Assisted AT with planning and delivering a series of Local Board workshops on the draft RLP. Involved designing format and collecting and summarising feedback.

Unitary Plan | Auckland Council | Consultation & Engagement Lead

Provided input, advice and support on various aspects of the draft Unitary Plan including the Launch at the Viaduct Events Centre, 19 Local Board workshops on draft maps and provisions. Sector workshops with developers, business and other groups. Consultative and Civic Forums with key stakeholders and the general public. Presentations to Political Working Party, Committees and Advisory Panels on the draft plan.

Multi - Model East West Corridor Solution | NZTA/AT | Workshop Facilitator

Facilitated problem identification workshops with a variety of stakeholders including agenda development and workshop write up. Brought together different stakeholders and identified key issues and potential solutions through various workshop techniques.

Review of Governance and Strategy | Manurewa Community Facilities Charitable Trust (MCFCT) | Project Manager & Policy Analyst

Carried out a review of the outcomes of the MCFCT and its governance board since the Trust’s formation. This involved engaging with stakeholders to determine their expectations of the Trust and of the Trust’s governance board. Reviewed the strategic direction and made recommendations for improvements to the Trusts operations.

Cycle Advisory Group | AT | Engagement Advice & Workshop Facilitator

Liaised with a number of different organisations with a vested interest in improving cycling who agreed to form an Advisory Group. Instrumental in developing processes for parties to participate including Terms of Reference, designed and managed a series of workshops to develop ideas to improve cycling opportunities; continue to carry out an ongoing facilitation role.

Drury South Business Park | Stevenson Group Ltd | Communications & Engagement Manager

Appointed as Consultation Manager for this new industrial land project. Development and management of all stakeholder and community engagement including 0800 number, one-on-one meetings, web, iwi liaison, information days and presentations to political and other key stakeholder groups. The plan change was passed successfully, resulting in good ongoing relationships with landowners.

Auckland Council | Consultation & Engagement Advisor

Provided advice and support to a number of Council departments from the Mayor’s Office to Local Board services. Strategic advice and day-to-day practical application of consultation and engagement with stakeholders and the community. Involved in planning and running engagement events such as open days, information displays, newsletters, workshops and meetings for Local Boards. Member of the teams planning for the delivery of engagement on a number of key plans and policies. Led and part of the teams involved with the Unitary Plan and engaged with more than 15,000 local residents at over 250 events.

AMETI, Package 1 Panmure | AT | Communications & Consultation Manager

Tasked as Consultation Manager responsible for the development and implementation of a consultation and communications strategy. Oversaw and involved in the delivery of the community engagement tasks including workshop facilitation, stakeholder management, newsletters, web updates and open days. Managed development of relevant material for open days and ran events, one-on-one meetings, public meetings and briefings to politicians and contributed to developing strong community relationships.

Integrated Management Plan for Tupuna Maunga | Auckland Council | Stakeholder & Community Engagement

Involved in the stakeholder and community engagement for the Integrated Management Plan for Auckland’s Tupuna Maunga (ancestral mountains), or volcanic cones. The Tupuna Maunga of Tamaki Makaurau / Auckland represent some of the most significant cultural, historical and geological landscapes in the region.

They are sacred to Mana Whenua as taonga tuku iho (treasures handed down the generations). Local communities also have a strong emotional connection with, and draw a sense of identity from, the Tupuna Maunga.

Waikumete Cemetery | Auckland Council | Consultation Advisor

Involved in organising and managing key stakeholder workshops and a public open day for the informal consultation period.  Sought out a wide range of public participation by way of Public Notices and articles run in suburban newspapers and the NZ Herald, together with a dedicated online portal, direct emails, and targeted mail-drops. Information displays were also erected at Returned Service Association’s (RSA’s), libraries and council service centres.

Mill Road Corridor | Papakura District Council | Planning Manager

A corridor study to identify an alternative route for this currently high accident and increasing traffic route between Papakura and Manukau. Involved in preparing planning assessment, managing environmental specialists inputs, developing consultation material and engaging with key stakeholders such as politicians, affected land owners and the general community.
